She is graduated from Istanbul University Faculty of Political Sciences Public Management Dept. in 1983 and then graduated from Marmara University Faculty of Law in 1988.

She has completed her graduate and doctorate degrees at Istanbul University Faculty of Law Public Law Dept. and served as an instructor at Marmara University Faculty of Law for eight years.

She is working as an independent attorney in the fields of Administrative Law, Energy Law and Family Law until 1992.
